I just installed a new toilet handle. It is heavier than the previous one. Now the flapper won't seal

There should be about 1" of slack in the chain between the handle and the flapper.

The handle won't come back up is a better way of stating the issue

Do you mean that the handle on the outside won't come up and the lever on the inside won't drop down?

The handle on the outside won't come up after you flush

Remove handle from toilet tank. Make sure that the handle moves freely in the part that passes through and is bolted to the tank. If handle does not move freely return as defective. Reinstall and snug nut tightly but do not over tighten. Note that nut is a left hand thread and screws on and off in a direction opposite the norm.
