If your name isn't on the account then there is nothing you can do... much less withdraw anything.

He of course can, but the way you phrased your question it appears YOU want to do it...

But he would have to contact Merill Lynch himself... show his proof of identity... and they would look it up.

I am assuming he is not deceased and you were not listed as a benificiary.

If he has funds with any investment firm, he should be getting regular statements. If not, its possible the account was dormant and transferred to the state on MO's escheat laws.
