Can you used 2 15 amp breakers for a 30 amp to run a dryer

No. Not even close.
Why would you think this is possible?

An electric dryer needs a 30A-120/240V, 4-wire circuit run with #10cu wire minimum.

Electricity doesn't work that way. What you would have is a 240 Volt 15 Amp circuit. Read Stan's post, much bigger wire needed.
