I currently have a 4 year old jack Russell, and we have just moved home. He currently stays in a large cage when home alone, I've tried to get him out the cage as I wanted him to have more freedom however when I tried this his behaviour was worse. As soon as anyone goes out the door, the stereo is left on for him and he is put in his cage, however he cries and yelps for at least 15 minutes before he calms down. As well as worrying about our new neighbours I am also worried that he is stressing himself out. He is a very hyperactive dog so we have tried to let him out into the garden about 30 minutes before we go out

You chose a high strung breed that needs mental as well as physical exertion. This dog needs to be taught tricks and trained and is great for agility courses. If you don't engage him enough, he will be bored and anxious.
So letting him in the garden a half hour won't cut it. You need to go out with him and train and interact with and challenge him. When you leave, reward him with a treat he has to work for. There are toys for hiding treats that the dog has to figure out and work at... perfect for a Jack Russell.
You should take an obedience class with him and get ongoing advice. It is work but Jack Russels are among the easiest dogs to train, and can be a lot of fun because they are so smart, they can do amazing tricks. If you just let them out and feed them you will have a problem... the dog is starved for challenge and activity and demands more from you.
