The water comes out with equal force and amount from all the taps in the house, with the exception of the hot water faucet in the bathtub. That one has slowed more and more, and now it only dribbles out. Is this a tap issue?

Sounds like the hot supply inlet is clogged on your mixing valve. Most valves can be opened, disassembled and cleaned if we know what model you have.
