I got shocked plugging in my dryer after unplugging it, why?

It is possibly not grounded properly. Is it a 3 or 4 prong cord? When you were touching the dryer, you were providing the ground, particularly with bare feet on a concrete floor.

Hi thanks, it is a 4 prong. I think I was touching the dryer as I was leaning over to plug it in. I was bare foot on the cereamic tile in my kitchen / laundry room. My arm is still tingling a little, but I feel fine and my heart is beating, should I do anything about the feeling or will I feel better soon?

You're fine now. However, you pretty much did what I noted as an issue, bare feet on a grounded surface. You need to have someone look at the wiring connections and wiring quickly . On a 4 wire you have 2 hots, a neutral and a ground. On a 3 wire 2 hots and a combined ground and neutral. However, I have found people putting a 4 prong outlet on a 3 wire supply because the dryer had a 4 prong cord set. That is dangerous as is your current dryer condition. I bet you will find 120 volts from dryer case to ground. Until getting this fixed, soon please, make sure to wear rubber soled dry shoes or stand on a dry rubber mat.

You have a hot wire touching the cabinet. This can kill you from interfering with the electrical rhythms in your heart, even minutes later.
