Okay --- I have been bet that I cannot find the answer to this riddle... I need you all's help!

Here it goes:

WHAT IS ALWAYS TALKING WITH NOTHING TOSAY,SILVER AND ROUND ON BOTH ENDS,AND YOUR BEST FRIEND WHEN THE LIGHTS GO OUT??

My first guess was -- battery --- eh, I was wrong...

Second clue:

IT GOES UP,IT GOES DOWN,PLUS ITS ENOUGH TO GO ROUND AND ROUND!!


HELP!!

Moon fits that one. But as worth points out, moon doesn't fit with talking. Unless it is meant in the sense of the man in the moon? But, he has never spoken to me. Has anyone had a conversation with him recently?

Silver and round at both ends - silver coin
Best friend when the lights go out - money.. self explanatory?
It goes up and down - money balances fluctuate
Enough to go round and round - "money makes the world go round"
