I am new to this site and well is it?

It's an international site with members from all over the world.

No, it's not American (***edit*** it's worldwide usage), but many Americans post here. Canadians are here too and some from the U.K. After 10 p.m. my time (Chicago), the other side of the world (Eastern Hemisphere) starts posting.

It is based in America and owned by an American company. But it has members worldwide and accessible by anyone with Internet access.
