Why not start by saying how much you enjoy chatting with her?
If she's from out of state, why not bring into the conversation about travel: does she travel much/go interstate/has hse ever been to your state? If she says yes then suggest how nice it might be to meet for a coffee?
You don't say how old you both are, is it feasible for you to visit her state? Could you 'happen' to be there for some other reason?

If she draws back, don't be dismayed as she may be as shy as you.

However, if she says she is not interested then DON'T pursue the matter.

Tell her the Utah (insert your own state) state fair is coming and you usually go and will be going with some friends so you'd like to ask her to come along.

Instead of the Utah state fair, it could be a concert, amuzement park, jet skiing or something else. Be sure to have your friends there so that way there's no pressure on either one of you for a date, it's just people hanging out.
