What year was it made and how rare or valuable is this it has been in my family a long time it has a brown paper back but I don't want to take it off and chance doing damage can anyone tell me what I have or a time line for the oil painting.

He lived from 1888 - 1962.
His originals sell for about $1,000 to 2,000.
BUT there are countless reproductions (including of that title) that sell for $20 to 100+. To get it appraised, take it to a reputable art dealer or auction house.
I'm concerned that it isn't an original if it has brown paper backing. Are you sure it's OIL?
