I broke off an engagement ( in Richmond Va.) and returned the ring. About a month later he gave me the ring back and stated " i didnt buy the ring for it to sit in a box" Now ( 6 months later) he is asking for the ring back! Am I obligated ( by law) to give it back or can it be considered a gift?

If you returned it after canceling wedding plans and he later gave it to you without pretense then it is a gift and yours to keep.

By him returning it it should be yours even though you did the right thing by law the first time. It depends on state law but you breaking the engagement it is usually right to return the ring. To avoid problems its probably best to return
