Can I download Microsoft office on a chromebook and watch movies using dvd?

Doesn't look like it. They seem to be pretty much an internet only set-up, designed for aps and not software... kind of like an iPad with keys. No dvd drive either.

Chromebooks are internet only. They do not use the Windows OS. So no you can't install Office. However, if you have an Office 365 account, you can use Office through the browser.
Not sure if you can play a DVD, but you can stream a move, again, through the browser.

There's also an office alternative by Google called Google Docs which can be used to edit .doc and .docx files as well as pretty much any other MS Office file format.

Kingsoft Office is a capable free app in the Play Store.

You can also get an external DVD drive, but you would need an app that is capable of playing the DVD which I'm not sure if one exists.
