I have a rash on the lips near the back of my vagina.. it doesn't itch but hurts when I urinate.. I used some vagisil cream when it first started but it doesn't seem to be helping.. is there anything I can get over the counter to help?

If you knew what it was, maybe, but then it may be something, that needs a prescription. No one here can know since there are 100's of reasons for a rash,

You need to see your doctor and find out what it is, and be properly treated
