Is there a process for an inmate in a Maryland Correctional Facility to request a transfer to a facility closer to his home?

I'm sure there is. You may request a copy of the rules from the Department of Corrections. You could also write a letter to the judge asking him to recommend a transfer. I'm also sure there is a method by inmates are allowed to make requests. I suggest you read the rules first so that his request will be based ON the rules.
