I was forced to apply for ssi benefits even though I was told I was only eligible for ssd benefits. I filled out a form stating I agree to pay back welfare if I was found eligible for ssi benefits. I was told I was only eligible for ssi lump sum money that went to welfare but not eligible for on going ssi benefits since my ssd benefit exceeds the amount to be eligible for ssi.

What are the figures? If you said you would pay the money back, then you need to pay the money back.

I think I understand the situation...
SSI is welfare. Welfare is a state program.
SSD is not welfare. It's a federal disability benefit amount that depends on how much you paid in to Social Security through wages or self employment. The lump sum is for the past while you were waiting.
BUT I have a feeling you collected welfare before you got approved for SSD? So yes, the lump sum goes back to the state as reimbursement for free benefits. Basically you can't collect twice. Most people waiting for approval get nothing, and they get to keep their lump sum.
SSI in addition to SSD cannot total over a certain amount. You went over it for this year in your state. Again - SSI is WELFARE!

I think you need to go back and try to get your ssd. I don't understand why they would tell you you are eligible for one and then not. I know when I got my son on ssd they took some of the lump sum to pay back to welfare.

He has SSD. There is no problem getting his SSD. He wants to keep the lump sum.

Can't keep the lump sum, you signed an agreement and they want their money.
