Trying to figure out why there is a sound in the basement that sounds like water being turned on and off constantly. No sink is running no toilet is running. But the sound is that of water being turned on and off over and over again. Sound just started a week ago, but is loud and keeps us awake. There is no water leaking anywhere. Just want to resolve the noise. Thanks.

Let me ask you few questions first:

What is the ON and OFF interval ?
Do you have Sewer Ejector in your house ?
Sump pump ?
House filtration system ?
Water Softener ?
Reverse Osmosis ?
Any plumbing work done at your house in the last week or so ?

The sound is constant. On for like 5 seconds off for 5 seconds or so... over and over...
No sewer ejector or sump pump.. no plumbing work done in the last week.

I tried to locate the sound and think I narrowed it down to a pipe that looks like the main water shut off without a knob... its next to it.. it vibrates when the water sound starts..

Without seeing it, I assume it is most likely a water pressure regulator. It should have an adjustment nut on top ( or bottom - depends in what position it was installed ). Take a crescent wrench or channel locks and turn it one time around. It doesn't matter which way. See if the noise stops. If not, you may have to replace the regulator.

You'll also want to confirm that the toilet tank isn't leaking water into the toilet bowl by doing a DYE TEST. Here, drop about 20 drops of a dark food coloring into the toilets in your house. If the colored water shows up in one of the toilet bowls in the house over say a half hour, then your flapper could be letting water leak by causing a cycling of water into and out of the toilet tank. This would also make the pressure regulator chatter... ;)

Do the dye test.
