I have had an on again off again pain in a top and bottom tooth with a headache. When there is pain it is a 7, had some ear pain today. This evening while eating when the teeth touch each other it hurts. Not sure if I should see my PCP or a dentist

See your dentist first. From the sounds of it you may have some infection going on and that is causing things to get inflamed. The pain can reach up into the sinus cavity.
