My Luxaire AC Unit will not turn on, I am pretty handy but don't know much about AC Units.

The thermos stat is set to cool, nothing happens outside at the AC Unit. I have taken the blower off, it spins manually with ease. I also replaced the fuses outside. I have checked the breakers they are fine. Almost like there's no power.
