Can a father of a child sign over his rights without paying child support

1. A father can sign over his rights to visit, his rights to make any choices.
2. a father can not sign over his obligations, paying child support, provideing health insurance, paying for college.
3. if the parent with custody has a new step parent that wants to adopt, then obligations ( child support) can end so only then can the child support be stopped.
** and honestly if it was as easy as merely signing over your rights to get out of child support, would there be 10's of thousand of people in jail right now for not paying support.
