Hey Jill, we known each other for awhile now and I thought we might try going out together. Would like to a) meet for drinks, b) go to a movie, c) whatever.

Just ask her. That's the only way. Or you can wait for her to ask you. If she's as nervous about asking you as you are about asking her, then the two of you will never date, and you just wait for someone that has the guts to ask you. Hopefully someone does eventually.

If you ask and she says no, she says no, and you move on. Really, it's not nearly as big a deal as you think it is right now. Even if you ask, she says yes, you both date, the odds of this being your last girlfriend (the one you end up with) are very slim. You'll likely date many girls before you find the one. So, if she says no, no big deal, you find someone else, and then another, and another... until you meet the one. That's how most people go about it. :)

Maybe being direct is the best way to go about this. Ask her to have dinner or a cup of coffee. She may have no clue that you're interested in her at all. If she says no, there's plenty of fish in the sea. Hopefully, if you still want to be friends, you can continue to do have that relationship without any awkwardness. It's worth a shot.

(How is getting the bus with her being a gentleman?)
Asking someone out doesn't have to be a sudden blurting out of the words 'Will you go out with me?' And it doesn't have to be a date-date. It can be 'Want to walk around the block on this nice day before we (go home) (go to class) (go back to work)? Get an ice cream? Sit on this park bench and talk?" Something casual, in the daytime, without a lot of money being spent.

"Have time to grab a cup of coffee with me?" or icecream... or something.
