As I stated my exwife was hit with child support arrears and she sighned pieces of paper 241 times stating that she paid me and that we met at my house 4 hours away and I sighned the papers for her on the same day. I am right handed she is left. In my county the police told me to file where she lives,so we go to court before I can file on her and she uses the documents in court and they don't even hesitate to use it against me and child support services. So after court I went to file and the detective said that she can't file charges because it's a child support matter.. what the heck does that mean?? I am confused about the forgery laws in va. Please help me

For starters, what? That's necessary?
The Police are telling you this is a civil matter (a matrimonial action), not a criminal matter. You need to go back to the Court that handed down the support Order, PROVE that she used forgeries, get the Order set aside and then have the Court make a new determination.
How long was the delay between when you were told to file charges against her for forgery in HER County and when you actually attempted to file?
All I'm getting out of your story is you ex is supposed to pay child support and did not. She forged your name to receipts, claiming she did pay you. You took her to Court for arrears. She used those forgeries to "prove" that she had paid you.
How is that so far?

You hit the nail on the head except cps brought up the case. I didn't know anything about the case except when they sent the letter stating she paid and this is her proof .(sending me a copy of the forged documents/receipts.. AND SORRY FOR THE What the heck its just frustrating

You didn't know she was required to pay support and wasn't paying it?

I can sort of share a similar story - my ex husband used my credit card this past Christmas. He is my ex-husband. He's not on the credit card. I have no idea how he pulled it off. The Police refused to file a report, stating it's a matrimonial action. Note that he's my ex-husband.
I had to retain an Attorney before the Police would listen to me.
You need to go back to Court and disprove her "proof." (She sounds like a piece of work!)

Unfortunately you've got to go "there" and get that Order set aside. If you found this out, what she did, I can only imagine what you don't know about!
