Is this online university based and accreditted in USA ? If no, who is Belford University ? And why is USA ' Education Department not taking any legal steps, against such institutions in the interest of protecting their good educational system and for innocent people?

Belford is Accredited by IAAOU and UCOEA (http://www.belforduniversity.org/university/accredit.html)

This shows that it is not accredited by the government, but by outside bodies. I don't know how well accepted these bodies are in the professional world, maybe someone else can help more than I can :)
