I have been searching and searching for a really old cartoon featuring a steam shovel that eats cake. I don't think the steam shovel is the focus of the cartoon. In fact, it may only be in it for a few moments. It's driving me crazy. Can anyone help me?

I have been searching for that cartoon forever. It starts with a young girl selling apples (I think) on the street in the rain. She finds shelter in a house, and the toys come to life.It may be her birthday (?) There is a song that they sing, so it may be a "Merrie Melody" or similar from another studio. I can find no mention of it in Leonard Maltin's "Of Mice and Magic." I definitely remember that steam shovel eating the cake.

It's so weird! I've wondered about this cartoon, this scene, with the steam shovel eating cake for years! On a whim I typed it in on Google and this came up. Has anyone figured out which cartoon this is from? I'd really like to know. I remember seeing this when I was very young (I'm 58 now, which might help narrow down the options of when this aired) and I wanted my mom to make me a birthday cake like the one the steam shovel was eating. To me, it looked crunchy and I thought it was maybe a malt-ball cake. What did I know? I was a little kid. Anyway, I would love to find this cartoon.
