When I flush my toilet, water fills the tank very slowly, and as the tank is filling, water is continuously flowing into the bowl and only stops when tank in full.
Just installed new valve and flapper but no change
On my other toilets, water only flows into the bowl briefly and then stops

Wrong flapper or flapper is improperly installed. Some models require the brand flapper, some don't.

as the tank is filling, water is continuously flowing into the bowl and only stops when tank in full.
It is suppose to. Remove the tank top and flush the toilet. See that little black tube that goes to the overflow pipe? See the water going down the overflow pipe while the tank is filling? That's the water that is going to and filling the bowl.
When the tank is full the water flow stops, the water going down the overflow pipe stops and the filling of the bowl stops.

And now, Walter will ask, "so why doesn't this happen with my other toilets"?
I agree with Hkstroud, most likely just the way your toilet is (and almost ALL toilets nowadays) and your other toilets just don't is all. Some toilets were manufactured without the tube going into the overflow... didn't last long though... ;)
Check for the tube into the overflow with the toilet you are concerned about... bet you Harold is *bang on*!

I believe you guys but it is just so much water that flows into the bowl (more than what goes into the tank) Thanks!

Well if it's really an excessive amount, maybe Brian is right. Check to see if the flapper is closing and sealing properly when it falls. Maybe its not and the build up of water in the tank is pressing down and making it seal. That would be kind of freaky, but possible.
