Is it necessary for an Executor to open an Estate Account for an individual who died without a Will and assets of less than $5000?

First, if there was not a will, there would not be an executor. This is because "executor" means someone who is in charge of executing (carrying out, in other words) the terms of the will.
Someone might want to apply to be a personal representative if the value of the assets are greater than the value of the debts and it is necessary to distribute the assets to the heirs.
Depending on where this is, it might be possible to administer a small estate merely by affidavit or other abbreviated procedure.
