It was likely straight to video from sometime between the 70s and 90s and was animated. It was about insects who grew an extra body part at adulthood. The main character does not grow this part at the ceremony with everyone else his age. I think he ends up going blind at some point? There were also snakes? At the very beginning the main character and his friend try to sneak in to see a band.

I've been trying to find this for years. I only saw it once when I was in kindergarten so I'm sorry I cannot give a better description. I have tried Google, imdb, and Yahoo answers and no one has been able to help me thus far.
