I have a well for my irrigation that stopped working today. The water holding tank is full so I assume the submursed well pump is working, there is pressure in the pressure tank, and electrical coming out of the panel with all breakers functional. I think it must be the booster pump or motor.

I need a little clarification.
The water holding tank is full Are you saying you have a large storage tank that the sub pump pumps into?
there is pressure in the pressure tank, So there is a pressure tank separate from the "holding tank" and it has a gauge which is reading 40# (or whatever) of pressure?
I think it must be the booster pump or motor. This is a second pump (above ground)? If so, does it pump into the pressure tank or from the pressure tank?
I'm going to guess that you are pumping into a holding tank and the booster pump pumps from there to the irrigation system. If that is the case, then it would seem the booster pump is bad. If the motor is bad, then the pump won't run, which should be easy enough to determine. If the motor is coming on, but no water is being delivered, then the pump is bad.
I'm just not clear on the pressure tank side of this thing. Does the booster pump pump into the p tank? If that is so, then the only way you can have pressure in that tank is from the pump. I guess I'm saying your post is, to me, a little confusing. Come back to me with a some more specifics.
