Is there a statue of limitation on a summary charge from 2005

What do you mean are there still? There are lots of statues in Canada for different circumstances, but if you are talking about a crime related event, the statute of limitations never runs out on that.

What specifically do you mean 'summary charge'.

Statute of limitations laws detail the amount of time during which a person can be charged with a crime or sued. As soon as one is charged, SOL laws no longer apply.
