My electric hot water heater is leaking a good amt of water from under the access panel near the top of the unit. It heats water great we always have plenty but I'm worried it's running up the water bill. Letting it drain sat the tpr valve or at the bottom drain does not help.

Tank is leaking. Time to replace.

Could be coming from a tank fitting and running down. BUT -more then 10 years old time to replace.

Is there any evidence at all at the water connections of leakage? Also check the t&p threads to make sure there is no sing of water there. If no, then it is possible that the top element gasket has failed and is leaking from there. If you can rule that out, then I agree with both above answers, you have a leaky tank, and the only fix is a new heater.
