What can be done for adoption and what can we do if she does try to stop it. We've done everything and given every chance to allow her to see them but she gives excuses and that's as far as it goes. Different situation . Actually in referance to reply w the older post above they found out the kid was not in fact my husbands so that matter was resolved thank god. We are hoping to start the process for me to adopt his 2 daughters asap.

Considering that there is currently some kind of investigation, you should put this on the back burner until you get all legal problems sorted out.

Yes, all of the GAL and that investigation can be considered at the adoption hearing for other children. Just the fact there is an investigation will most likely be enough to delay or cause until some time has passed, months maybe even a year.
I agree, this adopt needs just to wait till everything else is cleared
