Was custody granted in court? If so what was stipulated about mom's contact with the children?

I'm not sure what type of help you need. Your son already has custody. He cannot force the mother to be a mother, and that includes contacting the chldren, visiting, caring about them. If he has a support order he can take the mother back to Court for violating (ignoring) the Court Order.

If you are asking because he wants to somehow remove her rights to the children that is very, very difficult to accomplish.

If he has remarried and his "new" wife wants to adopt the children he should consult with an Attorney and the mother would have to sign to allow the adoption.

Or is there something else he would like to accomplish?
