Can a clothing store put a higher sticker price on tags that are already marked at a lower price?

This is subject to local laws. But generally, if there are multiple price tags on an item, the lowest price is what has to be charged. That doesn't mean a store can't cover or replace a lower price tag. A store can charge anything they want.
