Memory Fracture

I think it was a made-for-TV film, probably from the 1990's. The main character is female, and a wheelchair-bound paraplegic. Her condition was due to an accident, I believe. At some point in the film she says to a guy (whom used to be her boyfriend or something) that she still has feeling, even though she can't move her lower body. They flirt, and have sex outdoors in like a picnic setting. The woman is an author or something to that effect. Her book(s) are either novels or based-on a real (in the film) murderer. A serial killer then targets her. The movie I guess would be a thriller. Near the end of the movie when the killer almost gets her, she throws herself from her balcony, which breaks her legs (due to the height of the drop), but that's okay because she's a paraplegic. I don't think the boyfriend character is the killer, because I think it ends with her having her legs in plaster and them hanging out together. The film I believe is similar to the Sigourney Weaver film 'Copycat' from '95. In fact I actually thought a scene from that movie was in this one I'm looking for. That's another thing, I think she maybe talks to an incarcerated killer to get information or something, I'm not sure.
The movie is not either of the following:
-Copycat (1995)
-The Bone Collector (1999)
