We have 151 members in our association. Is it against the law for the association to give a list of members, their address, phone number and/or email address?

Who are they giving the list to?
What does it say in the contract that was signed by the members? What are their rights to privacy?

This depends on the organization and the membership agreement. For example, my bike club's membership application includes a proviso that we may sell our membership information to merchants with products that would interest our membership. The application includes a check box to opt out of this.
It may be that your area has laws requiring such a notice on a membership application to be able to give out the lists.
If you can give us some more background on this we may be able to help further.

You could spend hours trying to find a law about this, but it is common sense to send out a form to ALL members asking them to check various boxes regarding what info they are willing to be given out and to whom. Otherwise you could be facing a lawsuit, as individuals who give it out, and as a group. There isn't a law for every situation, but there is a lawsuit for just about anything.

Not againist a law but maybe againist the HOA covenants. You must read your agreement to know for sure. HOAs also have policy books which may be extensive so you may have lots to read
