Heat pump is blowing hot air, both units are running and the refrigerant line going into the house is hot

That's what it's supposed to do. A heat pump heats your home by going into reverse of the way it cools. Don't put your tstat into emergency heat because then it will be running on only the heat strips. As long as it's not below 32 degrees outside your heat pump should warm you just fine.
