You need two 240vac lines to the heat pump if it is a single package unit. One set is usually for the compressor section and control board, the other set is for the heater backup elements if this is not gas heated. All feeder lines need to have a disconnect switch for servicing at the unit.
Now if this is a split system heat pump and exchanger, then you will need the inside circuit to include a separate air handler fan section next to the inside exchanger.
Does this help. Nm :)

Do you have the 24 volt control power? Go to the sticky and read the section on thermostat wiring. To get the outside unit to run you need to get power from the red wire to the hot wire out to it. As long as the relay is working, I wouldn't mess with the 240. On some systems you will never get heat without 24 volts to the reversing valve. If your 24 volt transformer has packed up, you should be able to buy an new one at any hardware, home center, or even Radio Shack. Just make sure the new one puts out as much or more amps as the old.
If this isn't enough, post back with more details.
