He needs to check with the town, township, and county for doing business, and state for licensing (in what?).

C+ certification? Call the reference desk at your library to find out possibilities.

He's missing one really important factor here, experience..
Paper is all well and good, but if you don't know how to get your hands dirty you're scuppered..
