I have finished framing in and skinning my addition. The roof is decked, and was felted. As things go, the day after felting we had a thunderstorm with 60 and 70 mile an hour winds which damaged almost all of the felt. I pulled it up and put down tarps. My steel roof decking has arrived and I'm ready to put it down but I need to know for sure, can I leave the tarps down, put down fan fold,strip with 1x4s and screw the decking to the 1x4s or do I need to pull up the tarps, lay felt and then the fanfold and decking?

I would remove tarps and install tar paper. The tarps will generate more heat and eventually rot out.

I have remove roofing that was down for more then 25 years and the paper was still good.
