My mother has always been greedy about money and always acted like I owed her cause my dad didn't pay child support. He was in jail until I was 10 and wasn't able to find a job after that. Now that he still owes her about 20,000 in child support and I'm 20, can I receive it? He says he much rather have it go to me than her. Is there any legal action I can take to receive these benefits?

No, it doesn't work that way.

Child support is paid to the custodial parent for help in raising the child. If there are arrears owed, they are owed to the custodial parent.

The only possible way would be to receve an assignment of the debt from the mother.

You mom could sign it over to you, she could go to an attorney and sign over the debt to you
But this is her money not yours, for food, for housing for doctors, not money for you to get.
