My sister is in the la county jail on a probation violation the feds be investigating her but as of right now no charges have been filed. How long do they have to file? And once they do how long do they have to pick her up?

I thought she's in jail. The Feds don't have to pick her up.
Are you saying that the Feds are invetigating her but haven't filed charges and she's in jail for some other violation? Until/unless she's charged the Feds have all the time in the World (pretty much) to charge her. They can investigate as long as it takes. It's after they arrest her that the time begins running.
And, please, the Feds are investigating her, not be investigating her.

They have till the Statue of Limitation on that crime runs out, Depending on the crime it is often one to seven years. So they have years to actually charge her if they want to wait.
They don't have to pick her up till she is done with the probation detainer, and she has that hearing. If she goes back to jail for the probation violation, they can just put a detainer on her and wait to pick her up when she get done there.
