I am looking for a part time evening job. I don't want to bid. I am in IT and can assist in small projects, research, data entry, etc

What's your question? Nobody here hires - this isn't an employment service. There are people hre in IT. Maybe they have some "hints."

Here's a suggestion -- Call around to public libraries in your area. Many have IT guys who may work as the official IT person or as a reference librarian or at the front desk or in technical services (cataloging), but might be able to use some part-time help now and then for special projects.
For the past fifteen years, I worked as a cataloger until closing time, and it was nice to have someone around who knew something about computers and other equipment.

Ask for the library director and talk with him (or her). Offer to send your resume or come in to meet him and fill out an application.
I know one IT person who consults at several libraries (not just one) and helps out with special projects as needed.
College (including community college) and university libraries are also possibilities.
