I rent in Minnesota. Is the pet deposit non refundable if there is no damage. The next renters have 2 dogs. My security deposit pays for carpet cleaning I assume

Non-refundable means just that... it does not get refunded for any reason.

Pet damage deposit. Does not say anywhere that it is non refundable. When I asked my landlord he said "I usally don't give that back"

Now that's a different story. If there are damages caused by the pet, he can charge the damages against the pet deposit. If not, he has to give it back.

I'm guessing that what he meant by that statement is that in his experience pets usually cause damages of some sort.

He usually does not give any deposit back because his past renters are just glad the moved out . His 21 days as required by Minnesota law to give deposit back plus 1% interest and/or letter stating what he spent it on has past. We have not heard from him in a letter or call. When I gave notice that we were moving I included a forwarding address

If he has not complied with the Minnesota law on deposit notification, you can sue him in small claims court.
