My cousin is 15 and was taken to live back with his mother by force after his father was arrested before he lived with his memaw! He wants to again but he is afraid to ask his mom I told him he needed to check about doing this! His memaw is a blood relative and at his moms' 2 out of 3 of his siblings makes fun of him and so do 2 of his aunts because he has a speech problem and no one up there cares so he really wants to move back to what he calls home where he has his horses and dogs but his mom is still trying to buy him into staying there!!

I assume you mean his grandmother. If she wants custody, she has to go to court to get it. But if mom says no, it is not likely.

He has to live where and with how has custody. What did his father getting arrested have to do with it, did the dad have custody ?
