The Federal government (EPA regulations) now requires special controlled flow on all gas cans. I have never had an issue pouring gas into any vehicle or combustion engine tank. I cannot use the new can without a messy spill. I am sure a man with two arms might be able to accomplish this task, but I have only one! Does the government provide equal access for me? Do I have a case?

I would check with your local chapter of the ADA. But I suspect that the EPA issues will override the ADA issues.

I can't either, and I have two arms. :)
The government is allowed to adopt idiotic rules. New energy-saving light bulbs are putting large amounts of mercury in the environment. Go figure.

There are plenty of other caps still out there for other "cans" like for water that can be exchanged and used, I trade out the nozzle on all of mine day I get them.
Is there a law suit, not one to get you money, but there may be one to see about making accomidation for disibility.

I'm not looking for money, just the old flexible nozzle that was removed and replaced at every distributed of fuel containers, walmart, Home Depot etc. I found the nozzle on eBay for the economical price $28 for a pair. Versaflex CR Flexible Pouring Gas Can Spouts WEDCO, BRIGGS & STRATTON FUEL JUG
