What do I need to do in order to fix my mower? It won't rewind the cord and it has something wrong with the clutch. Any advies would help at this point.

The spring is probably broken. If you are not mechanically inclined, you would do best to find someone that is or take it to a repair shop.

If it is a recent model Briggs engine then the spring and pulley come as an assembly. There is a Youtube video on that. Please tell me if this does not help as there are other possibilities, but here it is:
