I watched this when I was very young and I know it's a long shot, but it's about a brother and sister whose mom was sick and the dad was away with her. Then their fairy godmother appeared and turned the house hold items into "fairies", there was the house cat, bread roll fairy, milk fairy etc and they flew around in a giant slipper that took them to different magical places. They're goal was to catch this blue/green bird that would have healed their mother.
