If a non US citizen owns property and pays property tax in USA will that grant his children free education in the state he own the property?

First owning or not owning a house does not change what rights you have to education.
Home owners and non home owners are treated the same. Everyone can attend public school though the 12 grade. While it is considered "free" there are still costs, often for books, for class material, lunches and more.
College is not free except where they have been given a scholarship.
Owning property and paying taxes gives them no extra rights.
