My brother in law is in jail. The mother of his child moved with the child to Florida last week without informing him or anyone else in his family. His mother, my mother in law, got the child every other weekend, would buy her diapers, and help the mother whenever she needed it. I even helped her with her other three children that are no relation to any of us (two different dads with those three that are NOT involved). My mother in law had to go out of town because her mother is sick, and while she was gone, the mother of the child (who is now pregnant with her fifth child at 25 and doesn't know who that father is) packed her four kids and moved to Florida.

My question is, in the state of Georgia, what rights does the incarcerated father and the grandparents have towards the child? Is it worth mentioning that the mother is not a legal citizen of the US?

We are worried about the well-being of my niece because the mother clearly can't take care of herself, much less 5 kids.
