I think that the wiring needs to be replaced on my 5 ton AC condensing unit. The existing wiring has a black wire, red wire, braided ground and is cloth covered. Unsure what the Awg is but goes to a 60 amp breaker. The conduit is broken and it looks like it has been stepped on a few times. I get shocked when the unit kicks on and I'm touching pipe in the basement. The gound is connected at the unit and in the breaker box. Any ideas?

I think you are correct so get out your tools and get the job done. If this is outside of your line of work call a hvac person OR an electrician. It might be smart to contact the hvac person because you can get the unit checked out along with the wiring repair.
