My sister and I and a user on Yahoo Answers are looking for this. I remember seeing a cartoon movie or special on Nickelodeon's Special Delivery, a weekend block of shows, in 1989 or 1990. The animation was kind of flat and the colors pale. I just remember a tall, thin white man with long white hair and thin black mustache in a tricorn hat, breeches, jabot, and frock coat falling off a ship possibly. He spun around and around in the ocean, and later merpeople were mourning him as he almost died. Sad music was playing as they carried him on a fancy canopied litter. My sister also remembers him wearing a red frock coat, and that his clothes looked like those of a British redcoat, and he also washed up on a beach. The user on Yahoo Answers thinks it may have been by the same studio that did Little Nemo, and described the man as "shrimpy". Based on the clothes, I'm thinking its taking place in the 1700s or so.
I remember the animation as somewhere between Jay Ward (Bullwinkle, Underdog) and Animated Investments/Atkinson Film Arts (80s Velveteen Rabbit, The Tin Soldier, Rumplestiltskin). So far I've tried Yahoo Answers, YouTube, Google, and any sites about Special Delivery, and imdb.com, as well as looking up Golden Studios, Filmation, Burbank Films Australia, Atkinson Film Arts, and Animated Investments. Does anyone know the title and where to find it?
